The struggle for independence in Mexico once started could not be stopped. In winter 1820 an officer of the royal army Agustin De Iturbide was given an order to bring the riot to an end. On January 1821, he decided that it was impossible not defeat the riot leader – Guerrero - and began negotiations with the rebels. The two troops joint to release the ties that bound the country. They both settled the Plan de Iguala (or as it is also known The Plan of Three Guarantees). It’s major points were freedom, unification with equality, and religion. They decided that the new state of Mexico would be independent but preserve monarchy with the king Ferdinand VII to rule or some other member of his family. The nation of Mexico would be unified through equality to all classes. The state Church would be Roman Catholic with preserving of its privileges. All this made Iturbide enormously admired and very soon all the rebels join him. On September 1821 delegates from the Spanish king and Iturbide agreed on the Treaty of Coacuterdoba. It accepted Mexican freedom under the conditions of the Plan de Iguala. The fight did not finish with the announcement of independence. Although the crowds finished struggle a new war began in the fight for power. The middle class and the low clergy became the leaders of opposition with other enemies: the officers, the high clergy, the wealthy. Plan de Iguala was proposed, but everyone had different vision of where the control over Mexico was. It was decided to assemble a congress with representatives of the middle class. When the congress consulted, Iturbide understood that control was disappearing and decided to conduct a dramatic demonstration. On of May 18, 1822, his army was ordered to walk through Mexico City in his support. The hike was joined by the supporters and by the masses as it came up to Iturbide's dwelling. They shouted "Viva Agustiacuten I, the Emperor of Mexico!" Just the next day the congress was forced and proclaimed him the constitutional emperor of Mexico.
